The four girls here are part of a former special response team (SRT) that itself was once a part of a larger school/faction called Valkyrie; long story short (and because I don't remember all the details) they were effectively disbanded by their original school and decided to camp out at a park in protest of their forced disbandment. Sensei is sent to try to resolve the dispute, but the SRT girls don't trust him and initially consider him to be a mole or something sent by Valkyrie or some other governing body to undermine their protest efforts. A recurring issue of the girls' protest is their dwindling supplies to the point where they're facing legit starvation, so Sensei tries to help by bringing them some food, but they refuse all his offers out of pride, resulting in scenes like this where Sensei sits down right in front of them and chomps through some instant ramen while they force themselves to just watch.

They aren't a part of Valkyrie, they had their own school, they were protesting that school being closed and them being folded into the inferior Valkyrie school because of pride in their school's ethics. also massive corruption.

To expand on this, SRT were essentially a counterterrorist special force compared to Valkyrie's regular police forces. Notably, the FOX squad from SRT were the one to capture Wakamo, something the Valkyrie failed to do multiple times (it's even a running gag and game mechanism during Valentine's event)
Also I'm gonna need to recheck on this, but AFAIK the SRT is politically neutral and basically acts as the check and balance force to keep the schools, including the General Student Council in check. Which may be one of the reasons why it was shut down, because someone was planning to throw a coup d'état
