Japan has an equivalent charge as bujoku (insult/contempt). Most countries practicing civil law have a similar charge somewhere in their books, though it's not usually enforced these days except for really egregious cases. And even then it's usually just a fine.
Also kinda ironic, because the Japan Civil Code is based on the German Civil Code.
