well if you want to go by the actual surname, it can be traced both to France and to Scotland. their given names are far more Romantic than would be found around Scotland during that time, so they would at least be of French lineage, although not necessarily had lived there at that time

I don't see where Remilia and Flandre sound French. I am French myself, and I've never heard of such first names before Touhou. I would even mention that Flandre is the name of the Northern part of Belgium, in which people talk Dutch, while the southern one is Wallony and people talk French there.
Sounds more British to me. Take also in account that Remilia drinks quite a lot of tea: this is known by British people, not by French people.
We should probably remember that Remilia was born about 500 years ago. Names that were common back then aren't always common now.

In the end, we can't definitively tell anything about a person's past from a name. Names are imported from other languages too often for them to represent anything about the person themself in particular.
