If I had to take a wild guess it’s that the 1941 German invasion halted a lot of the ship work done during the time of WW2 on the Soviet side and forced them to move the ship to Georgia until it was completed in 1950, which may have meant not all parts of the ship were ever fully finished/ damaged, which is my best guess to the bandaged eye.
That sounds like a stretch. I was thinking more along the lines of a battle where someone destroyed her RADAR (like Scharnhorst) or searchlight (like KC Tenryuu). It's probably just a Rei Ayanami reference. Eh.
