If you know the truth all girls have a minor ammount of body fat on their belly thats just happens to be invisible (hidden/unnoticeable to the untrained eye) by tight fitting pants/jeans.
Christ, that might have been the dorkiest thing I've ever read. Naru is the new hyperbolic example of thinness now? Watch less anime. Jesus.
And yes, this is fat. This isn't how this artist normally draws characters; it's obviously an attempt at portraying a person who is overweight. Why he picks Sabrina, I have no idea.

And I repeat myself from above. 'People here think anything that shows proportion and curves is fat. If a girl doesn't have a completely flat stomach and rail thin legs, that makes the character 'fat'.'
I kinda remembered art an literature classes... "Here, the artist meant to portray the fatness of the girls. Answer like that on the test, or you'll get a zero..."
Please, someone, bring me the artist and let's ask him she is fat or not. Anything else is the opinion of the viewer, and different opinions will always exist.
I think the proper term is "Rubenesque". In Renaissance times, she would have been considered Uber-hot. The fact we live in a day and age where guys think that five sticks with a head and tits is hot proves how screwed up we've become.

In the case of a lot of guys into hentai, sometimes not even breasts.
