It's not 'either you die of scurvy or eat lemons' situation, scurvy only occurs on sailors that went on long sails (one month or more) so they rotates the sailing schedule in long-short-long pattern so the sailors can 'recover' between trips and even back then, the lemon juice, which is said to be 'cure' for scurvy deteriorates very easily so they can't be counted for even prevention on longer routes. It took another 200 years (1912) to identify that scurvy was caused by Vitamin C deficiency (lemons are mandated for sailors in 1796).
