It's a reference to the highly unusual "pagoda mast" superstructure of the Fusou class, which notably was very tall and bulged out in different sections to counterbalance its weight. It was part of an idea that because you had to see the target to shoot it, if you make a really, really big mast, you can spot the enemy first... and then radar-guided rangefinders were invented, and it just became a big maintenance nightmare.
