Who the heck is "Chiruno", and why does she look so much like Cirno?

Not pronunciation, just proper spelling. "Cirno" is technically incorrect, being a stupid mixture of kunrei-shiki and phonetic spelling. Her name, as written, is Chiruno.

Since it's in Katakana, it could as well be the other way round.

If you argue that, then it's just as likely her name is "Chillno" - which is such a hideous name that I'd prefer an improper romanization.

Hm. When I got acquainted with the character, my first reaction to the Cirno spelling was that she was intended to be Italian (as much as Alice Margatroid is intended to be English).

Well, then the spelling would make sense but the grammar would not. Even with my almost nonexistent Italian, I would have avoided the masculine ending -o.

Does Chiruno mean something in Japanese?

Chiru (散る) means "to fall" or "to scatter", so if Chiruno meant anything it would mean something like "the falling/scattering of"... Makes me think of danmaku falling down the screen... maybe that's what Zun was going for?
