Surprisingly yes. I saw a British (possibly Austrailian) documentary video on youTube about a Japanese elementary school where none of the children can wear shirts. Alas, I couldn't find it again...

I watched part of the video and wasn't very concerned with the toplessness. Japan has less of a nudity taboo than America, and at that age, they would still be bathing with their parents. I was concerned with the lack of protection from the elements, though. Japan is a tropical nation, but it still seems a bit much.
Also, no, they don't have a topless day in Japan.
I love this picture, and joined this site on the strength of this artwork alone. I loved the schoolgirls, their nubile breasts, the soft and warm outdoor colors and the pleasant mood. The girls had a realistic familiarity with each other that was also very nice. Landscaping added a lot to the scene as well. With something in every part of the picture, this would make a great jigsaw puzzle.
I envy the slimness of their bookbags, though; I always had to heft a ton of books from class to class.
