Fediel doesn't have a very good understanding of a great many things. She is the manifestation of darkness and hence ignorance. Lu Woh on the other hand is the manifestation of light. Or rather "truth"...and maybe arrogance. Out of all the Six Dragons, his mortal form is the most spot on. He looks like a rather ordinary, if richly dressed, male Erune. So when he says something, he's probably right.
So to them, their mortal forms are their...mortal forms. This is what they look like as a mortal. The possible exception is Ewiyar, the most whimsical and "free" of the dragons. She might have more latitude as far as shape-shifting goes.
While good postulation, as far as the story goes, there's nothing that indicates they're hard locked. If that was the case, Ewiyar isn't a possible exception, but a hard exception. Rather than conceptual limitations (which would be interesting), it really does seem like Fediel just got it wrong. She didn't even get the ears right to begin with, let alone the height and proportions.
She has characteristics of all the races. She has the ears of an Erune, of a Harvin, and the horns of a Draph. Her body type is very womanly, comparable to Magisa or Miranda. I think they wanted her to have ties to all playable races to better evoke the idea of her being everyone's mom.

birdbrain spent half it's screentime gloating about having chosen to turn into a cat because of thinking that humans unconditionally worship cats... and also spent a fair bit of time frustrated to find out that not all humans respond to "cat" with "oh how cute let me dote on you". fediel tried to brag about getting the whole "female draf" thing perfect... only to be told that draf girls are always short and she had a bit of "...really? no, seriously?" moment, indicating she didn't do her research well enough. I suspect the point is they went with the looks they felt like having, and ostensibly they don't actually care enough to change it, in the end. except birdbrain. that one might try something else later. maybe.
and yeah galleon's design probably went in that direction with the "earthmother/mother earth" concept. everyone's mom at once and all that.
