That one is one of the most headscratching design decisions. In a franchise that have many questionable Shipgirls designs, and have imo legit good designs like E and the Cranes.

As someone that likes Azur Lane Victorious I still gotta say this is a great job and kancolle Victorious looks amazing. They just seem to have gone in different directions with their design approaches with Azur Lane Victorious looking like an embodiment of Nike (Greek goddess of victory), and Kancolle Victorious being very British in her approach with the bow and arrow design. All in all this is great and I absolutely adore this, the artist did a magnificent job.
Indeed, one thing I definitely don't like about AL is the obsession with the Brit kanmusu being maids.
I love Azur Lane, but I'm not that much into maids, so I can kinda relate. I'd rather we got more "knightly" units.
But there aren't that many maids in the Royal Navy. Let me count based on my collection... There are 88 Royal Navy units here... About 16 are maids, judging by clothes, so I might be wrong... About 14% of Royal Navy units are maids, kinda? That's... Well, I'll admit that's less than I thought. But still quite a lot?...
The maids do seem to hog a lot of attention fanart wise, though.

This is the case, yes. Only Light Cruisers and Heavy Cruisers are maids, and even then maids make up less than half of them. Not a single Destroyer, Carrier, or Battleship is a maid, and as Sigfried mentioned, they don't even make up a fifth of the total Royal Navy ships.

The maid portion seemed bigger than it is because they're mostly a huge hit with the fans or that they happen to get most highlight by the courtesy of devs wanting to capitalize on their popularity in the first place.

I wonder what would be a good indication of publicity. I am not that much into the franchise details to know about merchandise or collabs.
So, just for an example, I'll check the number of skins available to the maid characters. ... And with that, the maid with most skins is, obviously, Belfast, with 6 skins. Unless I am missing some maids, which is entirely possible, since the only criteria I used is maid uniform resemblance, most maids have 1 to 3 skins, with only Little Bel having none.
Considering the amount of units in general, it could be said all the maids have at least one skin. I dunno if that is a good metric, but it's a sign that the maids have been used to sell skins.
Of the 88 Royal Navy units, approximately 18 do not have skins, and I'm considering retrofits as a skin.
