IF this is set in our world that is. I would say this pic is the 1900 or 1910s. The world economy during that time was doing quite well if you were not in the Asian part of the world (there was lots of fighting in that zone). Half bang's mom being an orphan could always be a thing, or her being an immigrant sent over by her parents in desperate hope to have a better life than one in Europe. More so when some people could see the writing on the wall and the looming WW 1 coming, some people got out of Europe as quickly as they could. She might have been one of them.
