True, though Atlanta seemed to have voted for Akagi.
Akatsuki and Gamby voted for each other, because of course they did - it's the classic "kill with one witness, so the killer and the witness point fingers at each other" scenario.
Atlanta and Akagi are similarly accusatory of each other, but Akagi supports her impostor buddy by voting Akatsuki, while Atlanta tunnel visions and votes for Akagi.
Yuudachi recognized that with 5 people left and a "two people pointing at each other over a body" scenario, she needed to vote for one of the two, but with the limited information she had, either decision was going to be a coin flip, and the possibility of Akatsuki having self-reported the first body made her the safer bet, if only marginally. This also explains why Atlanta voted for Akagi - in a vacuum, Akagi was the much safer bet than either Akatsuki or Gamby from Atlanta's perspective. She just failed to read the room and realize that the Akatsuki vs. Gamby contest was what needed to take priority in that meeting. But even if she hadn't, she would have had every reason to be a fourth vote against Akatsuki.
Gamby immediately playing the "I'm lost" card to excuse her wandering around odd corners of the map and not doing tasks seems obvious in retrospect, and there are probably many circles that would have immediately given her the boot on principle the moment she tried to pull that card, but in the heat of the moment, it was that versus Akatsuki having an established precedent for being around dead bodies. Yuudachi and Atlanta really did not have enough information to make a vote one way or the other with any amount of comfort.
Akagi's the one who all but sealed the match's fate when she realized that Gamby was absolutely voting for Akatsuki and backed her up. At that point, all three remaining crewmates would have needed to correctly identify the same impostor with extremely limited information to get any result better than a tie vote - at which point the impostors just wait for cooldown and secure a single kill to win.
