I still say that what makes St Louis' "Luxurious Wheels" dress work is not so much the physique of the wearer, but rather the boldness to wear the dress in the first place. The dress shows off so much that you basically have to be confident in your own body in order to pull it off, and that's why even women with more -moderate- physiques could easily pull it off as well as St Louis can.

Is not even that revealing compared to some dresses you see in red carpets, I had seen full on see through dresses that where objetivelly plain ugly at least this looks nice

I think this comment can apply to most of the bold outfits in Azur Lane. Its fanservice had something special you rarely see in animé, and I could never quite put my finger on until now.
As said, some red carpet fashion styles are really extremely dangerous. It's almost funny that Luxurious Wheels, Solo Concert, and Forbidden Feast are the moderates compared to what shows up at American red carpet exclusive events from time to time. Fully exposed buttocks and hips, things made of crystals that expose the wearer's underwear, and pasties on display as part of the main outfit are not super rare.
It's interesting that this kind of fashion doesn't seem to show up in Japanese art media that often. Most of the tags for evening_gown and plunging_neckline belong to the Azur_Lane copyright and are fairly new. If you wanted to draw sexy girls and fantasy dresses, reality is stranger than fiction, and there's a ton of inspiration in celebrity news media.
