Probably because allot of the animals it would be harvested from are critically endangered. Even the reasonably stable populations cannot sustain any kind of serious harvesting as whales take decades to reproduce and grow to decent size.

I'm not sure about the Delicacy or Taste like beef part but i did read a few books about whales back then. Whales are said to taste like fish or something except Really really buttery and oily.(I think) It first started when a man found a whale that had washed up on shore and decided to try and eat it. Back then when Whales were plentiful people would hunt them cause a single full grown adult whale(depending on the type of whales) can actually feed an entire family of maybe 3 or more for at least a month or more and it can also feed an entire village, depending on the people,size and other things of course. Whales were important back then cause people use their fat or blubber as oil and their other parts for other things. No one really hunt whales for food anymore now a days cause we have better food and because Whaling is not always safe. I think there are still someplaces that hunt for whales, like maybe somewhere up north in Alaska or somewhere where they may still hunt whales,like norwhales which are smaller then a normal whale and have a horn at it's nose, but I'm not so sure. Well, that's what i read anyway.

That and whale meat contains an unholy amount of mercury which we all know in the best scenario to hope for can quite literally drive a person insane.

It's not just that we endanger them, it's that whales are extremely intelligent. They're up there with dolphins and primates, I believe. They feel pain and suffering. And killing a whale is a long, slow, painful process. One that is entirely unnecessary in this age.
But it's "tradition" in places like Japan and we all know most places would rather kill than give up an ancient idea.

BTW oddly enough humans also are full of mercury esp any fatty tissue I wonder if that's why Rumia is stupid.
