She could be a hybrid like she uses flintlocks or a blunderbuss and switches to her cutlass depending on her range
She could use an ammunition system like Aigis/Aegis in P4A/P4AU. Or some similar system with a "losing steam" gimmick. She starts the match being above average in strength but as the match continues going, or if she's wasteful with her more powerful skills, she starts losing a lot of her more useful skills and becomes below average. She's basically a pure rushdown character who needs to win quickly or she's more likely to lose. It's not impossible for a "depleted" Senchou to win, but it's an uphill struggle against characters that maintain their power level throughout the fight.
