So, "I wish that æ©ăææ„ă«ăȘă", effectively. Compare this to English "Won't it (just)...", "Why not if...", or "I wonder if it won't (just)...", which all use rhetorical 'negatives' to achieve a similar meaning.(The third one with "wonder" is also almost identical to the Japanese grammar construction.)ăăă can also be used nearly identically here in place of ăăȘ.
