To be honest, I kinda wanted someone like J. Edgar Hoover to be implemented into FGO.
The problem is, how would you implement her? She is ridiculously modern by Fate standards, so, by all rights she should be super-weak.
In a standard Grail War she could be a potential nightmare as her NP let's her gain blackmail material on others, including Servants, thus providing vital clues to their true identities.
But in a non-standard situation like the Grand Orders, she is almost dead weight.
I can see them BSing some kind of combat ability for her like they did for Marie, but what?

I know, it's just that there aren't many servants in FGO that came from the 20th century and places like the United States, Mexico, South America, Russia, Middle East and Africa.
And it also irks me that there would be no US Presidents Servants because of Edison, because I want to see the interaction between Servant Bill Clinton and Iskandar with the latter asking the former to lend him some B-2s.

Powering Hoover in the Nasuverse is actually stupidly easy compared to basically any other modern era person, you only have to dig just the smallest bit into Gnostic Occultism to realize that by all rights he should stand on his own legs at a level equal to or higher than Helena Blavastky (doubly so because functioned as her anti-thesis and tore her organization down after her demise), who is considered exceptionally powerful in the Nasuverse.
Consider for a moment that the Gnostics, who produced such important alchemists such as Issac Newton, Paracelsus, and Nicea Flammel (no, not Nicolas Flamel, he wasn't an alchemist - that's misplaced identity at work), refer to Hoover as 'Saint Lord Vigilant VII, Death of Mystery, Keeper of Secrets, Leader of the Blind, and the Blind God's Own'. Just about the highest praise they could heap upon the man, so much so that some Gnostic sects worship him as an incarnation of God. Furthermore, he's just about one of the only public individuals from the modern era that could qualify for mystery considering over 90% of his activities are to this day classified, with hundreds of contradictory official reports for any individual event (in one egregious case he was officially in all 50 US states at the same time - plus Puerto Rico), so ymmv.

I think it's less power level and more TM and DW having to jump an absurd amount of hoops to get permission to use Hoover. Same with Melies, probably, and that's why she tried to introduce herself as "the hare of Inaba"
