Tenshi beat Sukia the last time the two of them fought. The only time Sukia won was the time Tenshi was holding back.
when did it happen? the only time they fought was during the SWR incident and Suika threatened Tenshi for some land on Heaven and Tenshi have to accept it (mention in Iku ending). Also, in her ending, Tenshi do worries about how long Suika intends to stay on Heaven without being able to chase her away by herself.

What does this even mean? She beats her like everyone else, and Suika has her defeated portrait with torn clothes after the fight, like everyone else. The fact that she agreed to lend Suika part of her land is unrelated to that, winning a fight doesn't mean that an agreement immediately gets re-negotiated. It would have to be something like "if I beat you this time, you leave", with Suika agreeing. At this point Tenshi clearly still expects her to eventually leave by herself.

I forget the details, but whenever Remilia fights on a outdoor, daytime stage or versus Utsuho in 12.3 her clothes will be damaged even when she wins. So broken clothes are not necessarily just the game saying "this one lost".

Since Suika objectives is different from other people and Tenshi dialogue show that she not fine with it, so I don’t think Tenshi really hold back on Suika, she don’t have reason to do that and have quite a lot of reason to not do that. In fact, Tenshi totally again that idea tho.

I don't think complicated explanations are necessary, Tenshi could have lost to Suika one time and won the other time without anyone holding back (or, rather, most likely with both holding back as usual for Touhou since no one in games wants to kill each other). Just like real world fighters can win and lose against each other at different times.
