If their’s one being that can give Godzilla a real challenge...
...it’s the hero that wields the light.
Except considering this is Monsterverse Kaiju, then he is the Villain of the scenario as Titans are known to be beneficial to the world. More so then he could ever be. They are known to heal the envirment by their very presence.

If this is a Dark Ultra, then you’re right. But if this is the real Ultraman, then he may be fighting the Titans for a good reason.
This could have taken place in the past when the Titans roamed the surface more frequently and their were many members of each species. Maybe due to constant territorial fighting, Ultraman, having landed on the planet for some reason, saw that the Titans endless fighting were hurting both the planet in a way along with early humanity.
He may have slain the Titans down to a small number to the point they were either forced to retreat to Hollow Earth or go dormant. Then Godzilla comes in to challenge him, but as seen by the image, he’s taken some strong hits while Ultraman remains unscathed. He’s not attacking Godzilla, but is instead standing on the top of the hill with a Ultra Slicer ready just in case Godzilla charges again. He’s not trying to kill the King of the Monsters, he’s trying to send a message.
“You and you’re brethren maybe the rulers, but you should learn that the world doesn’t belong to just you.”
Edit: Okay, I can see this reply will and apparently has made some people disagree. I’m not trying to say I’m right or anything, I’m just throwing out a imaginary scenario that lead up the the image we see here. That’s the fun that art like this brings, it makes you wonder what’s happening or what caused this. If you all think differently, then don’t hesitate to type it.
