To be fair given the force of the water they may not be able to fly due to not having enough force to get out of the water or the turbulence of said water prevents them from focusing their power on flight?
Not the exact wording, but that's how I basically swear when laws of physics work against me, like my earphone cables getting stuck in some guy's backpack's pull tab in a crowded metro.
