Of course, she'd have to survive said spells in order to make use of it, and her gathering time can be rather long, probably longer than the incantation times for any of Lina's heavy hitters. However, Nanoha does have the advantage of having multiple levels of magical defense, some which are always active like her barrier jacket. Also, Nanoha can make use of her cartridge system to pump up the power of her spells without having to increase the casting time.

Point of order, Nanoha has to actively make her spells non-lethal on the fly. It's not that magic can't kill, it's just more convenient for law enforcement when you can turn your artillery cannon into a stun gun.
