Actually from what I heard Gainax is only animating episode 8. It's from Manglobe, the people who made Samurai Champloo.

The tag is correct--they're mother and daughter. It was established in the the first episode.

no it wasn't, she made up the whole thing just to get her out of the house. aside from there's no features that connect the two of them whatsoever. plus you also have to take into consideration the timespan between Hana's birth and Michiko's imprisonment. she wasn't pregnant at the time and she was also very upset to hear that Hiroshi happened to have had a kid as well.

Even so, they do have some sort of mother and daughter relationship thats the point of the show. But they do have the same tattoos. And maybe just maybe she could've have here before or during prison and she could've been taken away, just a theory.
