Well,..let's pretend I replied that in time. It's indeed a World Cup meme, and Cirno is Messi. This meme originated from a commercial he shot for Mengniu Dairy, a large dairy corporation in China. It starts with Messi lying on the ground with a broken look on his face, as the camera pans out, a narrator speaking as Messi starts talking about his failure and pain in life, with clips of reenactments of said events sliced in. After all that, Messi springs himself back up and keeps on fighting, eventually scores a goal, while the slogan "I'm not born strong, I'm just born to be strong" pops up. Messi didn't perform well during World Cup, and this commercial suddenly looks like some kind of curse. People start making fun of it, and it was eventually taken down by Mengniu for the sake of PR.

Better late than never, I say. And the whole “born to be strong” quote and subsequent failure anyway makes the use of Cirno that much more appropriate.
