Isn't she trying to make those squarish tamagoyaki? Scrambled eggs is kinda hard to mess up, but tamagoyaki is an entirely different beast.

It's for a bento, and a bento demands rolled tamagoyaki - it's just the done thing. Also, regular scrambled eggs aren't the easiest to eat with chopsticks, short of shovelling it down. Yamakaze really wanted to make those, and just accepting scrambled eggs probably feels like defeat in that case (or that she thinks that scrambled eggs won't get the Admiral to say "Yaaay".)
