The guys with half their faces covered in metal (like the cloaked dude) are the Shadowloo observer androids from the first animated movie. They were pretty popular at the time but never appeared in an offical fighting game, I don't think.

I belive the Ryu tagged SF2 is actually SF3 cause of Blue hair. The fishing one is SF2.

This was made when SF3: New Generation came out. So nobody from 2nd Impact or 3rd Strike made it (unless you count Andore there as Hugo).

This would have made a great cover for Street Fighter 4.
