The rule is 'tag what you see'. So unless they're explicitly kissing/scissoring/fingering/doing whatever sexual act it is each other, yuri tag is not appropriate.

Good point; I'm not sure why I even brought this up, considering I know this rule. But, it's also worth noting that the yuri tag doesn't necessarily refer to sexual acts, just "any romantic or sexual interaction between two female characters." I'm really not sure why you even brought sex into it, considering that I was clearly talking about the romance part (especially since, even if the tag isn't appropriate, this image is almost certainly supposed to be yuri).
I'd say the position and look in Nade's eyes is enough to pass the "tag what you see" requirement to make this yuri. The commentary confirms it beyond doubt.
