Actually, it's illegal in Gensokyo to kill. All the fights are basically just duals. That's why none of the characters ever really go away for good and also why you get continues. At most her clothes will become torn, she'll cry a little, and then she'll run offscreen.

there is no rule against killing:
Mystia/rumia for example eat people

Danmaku is a way to decide things... because the shrine maiden cannot be killed or it may put at stake the balance in gensokyo

So you say its illegal to kill in gensokyo.. you kill mokou every time she loses a spellcard for example
Also what if yukari decides to go arround killing people?
You may win against her at danmaku but that doesnt mean you can beat her when it comes to non-danmaku fight

Using yukari since her power is the strongest when it comes to killing people... then yuyuko/flandre
