That painting --- seems to be either drawn on or transferred on the wood grain --- is exactly the sort of decoration parish English Church Halls would have had; the sort of places boy scouts might be allowed to hold their meetings, and flower arranging lessons etc.. Also in the 20th century they made these little ( about 8 inches tall, inch thick insert on the back for hanging ) wooden shield plaques of military or naval heraldry, exactly like that.
