Honestly, I didn't find the DMV that bad. And I went to one that was supposed to be the busiest in the area. It was always crowded, but I've had to go several times and the longest I waited was half an hour. Most of the time I was waiting for 15 minutes.
I wonder if most DMV jokes are just repeated from previous generations. Like how people joke that IKEA products are impossible to assemble because of gibberish instructions even though IKEA has long since fixed that issue.

DMV quality is wildly variable in the US, and I have a funny feeling that the lousiest DMV offices just might be the ones that hire too few people and pay them too little, because the local voters and politicians think government workers are overpaid and lazy.
If you live in a metropolian area, it is TERRIBLY BAD. Speaking from someone in vegas, I've brought my 3DS with me (and before that, my PSP) cause on average, the wait time for something even simple is about 1 hour and a half to 3 hours. You literally need a day off sometimes from work just so you can spend time at the DMV.

YUP.
It also varies from state to state. So you end up in a situation where you have 3 DMV's servicing a area of 100k people that are each generally efficient and then a single DMV servicing a area of 800k people that has lines out the door and a 3 week appointment wait list that's only 10 miles away... but across a state line. One state runs licensing internally and manages it well, the other outsources it and it's a mess.
