It sounds more like he gets into physical relations with several of the girls, but doesn't go out of his way to seek them out for it on his own time. They come onto him and he gives them affection as they each need, whether as sex, headpats, hugs, or just having drinks together. If left to his own devices, he treats them as friends and comrades without making any moves. He's, unusually enough, rather passive in that regard.
But that does beg the question of if any of the shipgirls stand out to him in that way. Ugh, just imagine the reaction if he had one of those marriage rings on his person for someone.

You know, being professional means one is able to draw a clear line between business and personal and keep that line no matter what. So, all we've seen is probably him holding the line when he is acting as the admiral of the base, which doesn't suggest he never gets involved in any form of personal affairs with the girls. But then again, fraternization could be a serious problem, especially in military. Let's see how munmu-san picture the story and characters further on.

Yeah, after all, Hiei casually remarked that they fooled around in the past, and Mutsu (for all intents and purposes) pretty Much has admitted to being intimate with him. The only correlational for his preferences with the girls is that he seems to like/be attracted to laidback/casual women.
