From the commentary, it looks like munmu-san is not a single person, but actually a duo like Yuuji&Kouji. And the pixiv profile states the gender as "female". So... the writer is a (most likely male) retired military officer and the artist is a female?

I think the sister is the main user of the account these days. Someone contacted the account about posting scanlations at the Bahamut forums (forums.gamer.com.tw) and it was the sister who replied.
Btw, the "-san" on Munmu's tag here could be the result of a misunderstanding. Nico seiga user names are shown with the "-san" honorific at their profiles. Maybe the original danbooru tag maker didn't know of this?
