In other words, the way I see it here Etorofu can now chat it up with the admiral while clearing submarines out of a nearby anchorage at the same time and completely know what was going on on both ends because while you see two Etorofus, there is only one.

And that will stay as your headcanon as by standard naval rule that there will be no existing ship in one country's navy with a similar name.

My headcanon- which I got from this site, so it's probably a fairly widespread one- is that the "duplicates" aren't even something as extreme as different bodies, they're just duplicate equipment- so, scrapping a ship doesn't get rid of the actual girl, it just gets rid of the equipment. If that's your only copy of that ship, the girl gets discharged; if it's a duplicate, then the girl is just left with the other pair of equipment. It doesn't really fit with how sad the sinking lines are if you're just losing equipment and not the actual girl, but your headcanon doesn't really fit, either, so whatever. Of course, one of the best things about Kancolle is seeing all the different interpretations of the rather sparse canon (which is honestly one of the main reasons I like seeing Kancolle fanworks more than Touhou fanworks even though I love Touhou way more than I do Kancolle), so I don't even want the fanworks I read/watch/whatever to match my headcanons. I want variety. Unlike Touhou, where I've got very specific ideas about everything and kinda get annoyed when artists don't agree with me (which I know is a personal problem), with Kancolle, I've only got a few anti-headcanons (as in, headcanons that I absolutely hate and generally avoid), and even then, that list is constantly shrinking (for instance, I used to absolutely despise Ashigara's "Christmas Cake" characterization, but now, while I still don't really like it and definitely prefer her "battle-crazy" characterization, I at least tolerate it now).
