How is Fennekin the perfect pokemon for Reimu? I mean, off the top of my head, there's Meowth, the pokemon that makes money rain and can steal things from other pokemon (although that would also be great for Marisa...), there's Chancy for free eggs every day, there's Mareinie the pokemon that eats other people's pokemon, there's Mr. Mime for all the barriers, and even if you want to go with fire starters, even Tepig (the violent boxer pig) makes more sense to me...

That doesn't make much sense, being as Reimu doesn't even pray to Inari. It's also ludicrously flimsy as reasoning, since it would apply to literally every animal associated with any deity in all of Shinto, which is notorious for having over a thousand gods, so you could apply that argument to practically any pokemon that can clearly be described as a specific animal.
I don't know about you guys, but I'd expect a "perfect pokemon for her" to have SOME kind of traits that actually fit her personality, rather than having one flimsy reference from a side game.
I mean, Hell, you could give her Magearna and call it "Ruukoto" at that point, and it would make a lot more sense. At least she actually wished for a robot maid as a canon ending.
Plus, if all you're going on is "a fox", then there's all the Evees, Vulpix, Zorua, and probably something else I'm forgetting...

Like I said before, Meowth would be a good start for a matching personality, and so would something like Slakoth. For a darker, more violent Reimu, a Mewtew or Garchomp or other "villain" pokemon works.
Power-wise, she'd be best with a psychic with barriers, like Mr. Mime. Again, you could pull in Mewtew, or alternately something like Hypno.
You could also do Magearna, so that Reimu has a robot maid to abuse. Alternately, any of Chancey, Slowpoke (regenerating edible tail), or Ralts (psychic "does anything to be loved") would be a good pokemon for Reimu to take advantage of out of combat, while doing all the actual combat, herself for sheer humor value.
Hell, you could even give her a Delibird, and make everyone comment that it fits her perfectly just because it's red and white, and make a better joke out of it than Fennekin.
