Because this is on same tier of "soup with meat", but needs much less effort to make it (read less pre-cooking). Hence it's popularity as simple cheap/quick hot soup.

I can see the inevitable kotatsu gag going one of two ways for Gangut. Either as everyone hopes she ends up being the only one to be able to resist it's charms. Or she, like those before her, caves to it's seductive powers and makes another quip about how nice it is to indulge only for Comrade Tiny One to appear from under the kotatsu to voice her shock and horror yet again.
