I... believe they are? I think the author hasn't experienced non-humid hot hellhole of a summer that can occur in Japan.
Humidity can change how the heat feels immensely. And up in the mountains, even if it was warm up there, would be a lot drier, thus easier for the body to circulate its via sweating.
