I literally had eel today. No issues getting it, it's at all the donburi chains, supermarkets, bento shops, and even convenience stores. Still too damn expensive compared to other meats though.
There's eel specialist restaurants, as well. Eel donburi is the most popular way to have it, I believe.

And we are having eels like no tomorrow in Vietnam. Well, not to that extend, quite limited and eels are expensive here too but not as much as in Japan. Man, talk about luxuries.
Edit: Oh, and I heard they took fish to replace eels already. From Vietnam too. You can't even tell the differences. lol
