Personally I don't see any harm in adding the commentary, even if it doesn't add much information to the picture. It's what the artist wanted to say about the picture, so I think it's worth adding.

In such a case as this, the description is no more useful than its tags. If "wind" where in the tags you wouldn't move it to the commentary would you?
And what exactly is it harming? An incorrect tag creates problems when searching. Artist commentary makes you put a couple more clicks through your mousewheel to get to the comments.
Also, for all we know, "wind" was the inspiration for this picture, or is the title. The single word there makes me feel less like "the artist was just trying to literally describe the image" and more like "a word that the artist wanted people to think of when looking at it." Like, an artistic statement. EDIT: Yeah, actually, at this point I'm pretty sure it's the title.
