It's not that she's being evil. Unlike her mother, it seems Imoko genuinely believes in her big sister, and thinks she really will be getting a job that will pay the money back, soon. It's just one of those "DON'T LOOK AT ME WITH SUCH UNWAVERING EEEEYES!" things.

Okay, it guess a means to payback Imoko may be from viewer's subscriptions to a YouTube channel called 'A daily life with Neeko!' Might be worth a try, and a new idea to continue the comic strip.

Then why the extra emphasis on "once she's found a job" and "with interest"? And the wink in the final panel? It makes it seem like she's saying/doing it on purpose.

Well, either Imoko isn't actually emphasizing that line, it's just how Neeko hears it (sort of like when speech bubbles "stab" a character, it can be done either on purpose or out of guilt when someone innocent stands up for someone's lies), or else if Imoko really did say it, it could also be that she's emphasizing how confident she is that Neeko WILL get a job.
She winks in the last panel just as an emphasis on what she's saying, which is her attempt to encourage Neeko.
Imoko is the sort that admires her sister a little too much to actually see the truth, which can wind up hurting Neeko more.
From the first time Imoko speaks on forwards. There's a reason it's Neeko's mother who has to recall that Neeko didn't get a job at the same place Imoko is trying to get a job, and pressures Neeko into not betraying any sense of inferiority to Imoko if she gets the job, while Imoko assumes Neeko could have gotten a job there if she'd only tried: Imoko doesn't realize Neeko failed. She also doesn't recognize the office worker suit would cause Neeko distress.
The joke is, both Neeko's mom and Neeko herself are trying to hide just how bad off Neeko is from Imoko, but it only makes Imoko accidentally dig things deeper for Neeko.
