Oh wow. The smug anime Wendy meme is getting out of hand.
A meme has only gotten out of hand when it gets popular enough to be referenced in meatspace, like, on the news or something. When we see Wendy Thomas herself jokingly referencing it or imitating it, THEN we'll know it's gone too far and the meme will be over. And not one moment sooner.
You know, like how Rickrolling was over when Rick Astley himself did it.
That's everything, but surely not low quality. What does it make "low quality" if I may ask? Colors are good, lines are fine, clothes are detailed and even the hand is good drawn. One shouldn't use this as an excuse when flagging for something that's apparantly off-topic, especially when it's not the case.

if it's western it's automatically "low quality" because western art is held to STRICTER standards then eastern art. which is annoying in it's arbitrarily one sided nature.

How is this anime? It's flagrantly Western-styled (show me an anime that looks anything like this art style - this is Western webcomic/Archie comics style), and not of the sort of superlative quality that is supposed to justify such.
Such lines don't make a post automatically low(er) in quality. Since it is still a sketch, I'm pretty interested in how you justify that those alone are bad quality. Regarding all other elements I mentioned, I don't see the low quality, I'm sorry.

That was the compromise to make it so that western art was permitted at all. It was a blanket ban (that was unfortunately frequently violated) before a year or so ago. Now, people seem to think the notion that quality standards apply at all to western art that happens to involve some sort of meme or game THEY happen to like somehow makes those who apply the rules consistently the "arbitrary" ones.
Just because something got popular on Twitter doesn't change the standards of Danbooru.
I would think that since the meme is about drawing the Wendy's mascot as a smug anime girl, it shouldn't be considered as immediately off-topic as any old western property. Overtly western-styled pictures like this, though, might be on the wrong side of the borderline.

I can see how it is pretty western style, but it isn't low quality. Sketch lines do sometimes enhance a picture, and it isn't like the artist left all the sketch lines that break into and disrupt what the image is supposed to be.
This topic of "quality" is getting out-of-hand lately. The purpose of the quality requirement on Danbooru is to get rid of amateurish pictures nobody wants to look at. This site is not a curated selection of your personal favorites.
