Pretty much the only qualification for Ruler is that they have no desire for the Grail.
Pretty easy to see Reimu fitting that.
Was this argument made before her knowing that the Grail is not a material object that probably would sell for a good fetch of money at Kourindou or after she knew it's a monstrosity?
She fit more as an archer I think. Probably crit base with star absorption skill and fast np gen. And passive like independence action EX. With NP that made her invisible while dealing huge-ass damage.

Amakusa was cheated into the class. He's said as much. He's only Ruler in FGO because the Throne updated his records due to his incarnation during Apocrypha.
