Yeah, he quit, and said he needed some time off, but then came back like 10 days later with a new account, and within a couple weeks was changing flagging guidelines wiki pages and making forum posts that made it completely obvious who he was.

Not really, to be honest. Flagging has something to do with it, but it's not the main cause, as well as Apollyon's feedback. These are only side effects, but not the main reason for deletion. To keep it simple, I considered that there was some intransparancy how this feedback got created. At least that's what I thought over one month ago and I still think sometimes about that. But I had a pretty nice conversation with Albert about this whole mess. It was pretty much about the concerns. There were three (too many flags, too nitpicky and it was obvious who flagged these posts). It seems like two were actually cancelled by @albert but definitely the concern about too many "spammy" flags (maybe I'm wrong, but that's how I understood this conversation). Too be honest, if it weren't for this conversation, I would have left this page probably for a longer time or maybe forever. What was left was the concern about nitpicky flags. But more in a way that there was criticism about that kind of flagging and it was expressed by @Apollyon. To be honest, I can't disagree with that and it just sounds right, so the feedback from Apollyon was more than ok. So what was left were still nitpicky flags and after some weeks of rest about all that flagging stuff, I searched contact with Randeel + Mikaeri and it seems that there is an accepted change in the howto:flag wiki. The essence is that it treats the nitpicky flags, since I pretty much misinterpreted this wiki. So this serves as a clarification. About the rest, I probably could re-start this flagging, bit I won't: I'll keep it slow for now and focus more on really bad posts, since I want to avoid provocation and it honestly is only harmful eventually. I also think after one month, I feel it is time to drop this "masquerade" which served as a restart. In fact, this account was created after a consultation with some Admins, so it should be alright to use this new one. There are some side effects, but I'll live with it. In the end, I just hope that everything goes back to normal in the end. So I apology for this mask.
