I don't see any ducks, rifles, or spaghetti eating in that diagram. That's about as far as possible from what's drawn there.
Well, that diagram is really indistinct. Littorio's place is drawn with what appears to be two triangles in the hands of the doll, so it's not at all clear what SHOULD be there, and if the puchi decides to interpret the triangle as a mound of spaghetti because she's hungry, and the other triangle as a hand shoving spaghetti in so fast it looks like a second triangle...
The bottom row seems to have just been "modernized" a bit... Iowa saw a broom and took a rake, instead, but that's fairly forgivable. The Germans replaced the bows with muskets, and the broom with a vacuum cleaner, however.
And the duck hats were just to make them look more cute.
In Kirishima's diagram the two lamps really seems mushrooms, and there is no indication on the color of the steps. In the previous years' arrangements there had been animal ears too, so I don't think duck hats could be a problem. To not have used only traditional Japanese costumes, but a mix of foreign ones, probably was seen by Bismarck as an acceptable alteration, since that's the "Foreign Puchis' Hinamatsuri" (and I agree with her. Even in Japanese houses the hinamatsuri installation is not so rigid) and in the previous years we already seen grappling hooks, microphones and kunai in the hands of the puchis. Surely this page explains a little better Kongou's embarassed expression.
