Overall bad quality of an image. Specifically the face and colors. Waistline is too small. Head is too big. Mouth/eye distance too far apart, not to mention both are low quality. It's just a bad image altogether.

I disregarded them because your reasons show poor judgment of quality -- the colors are a little bright but they're fine, the waistline is acceptable (it's really just masked by the hoodie), and head too big/facial features too spread out is something I really don't see as a problem. A head too small is problematic, but this is more than acceptable proportions.
And it's only exacerbated by the fact that this could very well be a revenge flag for how poor the flag reason was, and more than that how obvious who flagged it.

I'm really sorry that this is basically DeviantArt. It might be fitting that you think we're there with how much vitriol you're spitting out.
The argumentum ad deviantartum never seems to fly to me. Like, we source thousands of high quality uploads from there. Just because they have some terrible communities doesn't mean they don't also have professional and skilled hobbyist ones too that produce good and unique content... This place won't "turn into deviantar" the same way it was never "Pixiv"...
I agree that the image here is poor quality, such that I'd never upload it. I feel that way about a LOT of content and do think people should be more selective since flagging is more of a battle than uploading. That's not a flag reason unfortunately since I don't get the final say on all the content. Now that would be a great site but only I'd go on it. The same applies to everyone else. Like it or not we have to deal with a democratic process here not an autarchic one.
But anyway it's more of a cultural conflict than a substantive one, to ridicule something as DevianArt-esque. Leave fort /a/ once it a while and you'll find the enemy isn't nearly so dreadful as he seems from afar.
I think the work is a little amateurish but I don't think it's below the borderline of acceptability. Provence at the very least did a good job of discerning what users would like the most and adjusted his upload habits accordingly (as a great number of his uploads have that 20+ score, including this one), while also taking into account if a post was of safe enough quality to him. Mostly anatomically, but still.
Every site has its "trash" though... Especially pixiv if you've ever tried gardening posts to populate a tag. There's tons of badly drawn scribbles, photos of notebook paper art, ridiculous fetish porn... it's not different from other sites aside from what trends follow the users on each site.
Aside from that I've been thinking as of late to start the move to seiga after I update stuff from my pixiv, since seiga has a lot of neat benefits that pixiv doesn't (less ads, search by popularity/comment/date uploaded for all users). It used to be before that you could only follow 50 users without nico premium but I think it's changed now.
