You'd think so, but that word describes a completely different motion. In this picture, it would be a rather slow motion, which doesn't fit a wiggle. It's a bit like a writhe, but without the implications. It's less vigorous than a wiggle or a wriggle. It's not quite a rocking motion because she doesn't just bend, her head starts the motion and then her whole body follows it. So on and so forth. I can imagine the motion quite vividly based on her body language and the descriptor given, and it's a wonderful mental image that just doesn't translate well to a one-word description.
Her facial expression, body language and actual dialogue points out a seductive attempt. She is trying to seduce / persuade, you don't do that with squirming. For example, you can squirm in pain but you don't wiggle in pain. You can sway / wiggle your body/hips to seduce/persuade, but not when you're in pain.
