Broadly, it means that someone's an undesirable catch - the implication is that while everyone wants the cake before Christmas, after it, nobody does. It basically means a 26+ unmarried woman; the thinking is that if she's not married by 26, then there's got to be something wrong with her. (And the even worse "New Year's Mochi" for past 31)

The Japanese used to have this highly competitive class-conscious dating scene where everyone wanted to get a good job so they could attract a good mate, but then the economy tanked, and nobody qualified for marriage anymore. The cultural norms haven't kept up with the times, so people who can't get good jobs feel guilt/unworthiness, and you have close to half of all men and nearly as many women not even trying to date or marry... and then you wind up with a population crash.
