Its something like a capture rate of 3 and takedown takes out 1/4 of total health per hit.

You mean take 1/4 off the damage dealt from the user's health, but yeah: with 20 PP of Take Down, it won't be long before Struggle happens (removes 1/4 of max health from the user).
