From what I remember Kongous were partly based on the RN's Lion-class battlecruisers which shared parts of their design with Orion-class battleships, meanwhile QE-class' design was based on the preceding Iron Duke-class (with bigger guns and the midship turret abandoned in favor of mounting bigger powerplant) which itself was based on Orion-class battleship (well, King George V-class [not to be confused with WW2-era KGV-class battleships], but that class basically was just rerun of Orion-class with some improvements to its armor layout), so I guess that would make Kongous and QEs distant cousins

It depends on how we interpret family. The Lion class, Tiger, Courageous, Renown and lastly Hood would all be British battlecruisers that came after Kongou, although George Thurston's direct influence are limited and Vicker's 14"/45 never found themselves in British service. (The Tiger class do share Kongou's turret arrangement)
Kongou and Reşadiye/Erin do share a common designer, being Vicker's chief naval architect George Thurston. That may be Kongou's closest relative. Either way, Warspite doesn't really share a lot with Kongou since she came out of Devonport.

It would be quite reasonable to call Tiger and Kongou half-sisters since both were improved versions of Lion, and generally quite similar ships. At a minimum they should be considered the warship equivalent of first cousins. (Sadly Tiger didn't remain in service long enough to potentially appear in Kancolle. Which is too bad since she was a better-designed ship than Renown and Repulse.)
You have to remember that the various British shipbuilders, on account of two of more of them often building warships of the same design for the Royal Navy, by definition had to share their designs with each other. For example Thurston had the entire design of Lion to work with because the sister ship Princess Royal was built by Vickers. And even ships designed for foreign navies like Kongou would have their designs shared with the Royal Navy, in case there was anything worthwhile to be learned from them.

If Miyuki can make it in then there is a minuscule chance that Tiger (which was scrapped just 2 years before Miyuki's fateful encounter with nanodeath) might be included when/if they start to run out of fast, gun armed capital ships. Just play up her status as Kongou's quarter-sister/cousin and then there will be plenty of admirals ready to brave event maps for her.
The biggest problem would probably be giving her kai ni but I guess that it could be achieved with blueprints required+copypasting late war HMS Refit with some tweaks.
