Looks like a basic anime face to me, neither great nor lousy. The only thing that bothers me about this picture is that her neck is no thicker than her wrist.
The only thing I can think of this flagger is objecting to is that the eyes are large, by (Shounen) anime standards. If so, whoever put this flag down better not go anywhere near Shoujo manga, they'd have an aneurysm.
That said, looking at the uploader, I can't help but notice the name, recent join date, and fact that all of the uploads made by this username all fit a certain theme directly related to the username. What are the rules regarding shell accounts?

Users can create more than one account, which may be for any number of reasons to game the system, such as getting around bans, upload limits, making sure that any negative consequences for uploading certain things are not associated with your "main" account that stays "safe", or even petty comment voting or tagging reasons. (I remember a complaint on the forums about someone going to the trouble of creating a dozen accounts just to edit a single tag as each account was banned...)

1 - I'm fairly confident that person wasn't initially banned for owning multiple accounts. 2 - I'm certain that the word you were looking for was shill. 3 - I'm confident that the person in question is little more than a Neptunia fan starting out by uploading images "missing" from the site (ie: Not present).
Also, aside from one image (which I personally wouldn't mind seeing off the site), most of the uploaded images are safe in all sense as far as a Danbooru account goes.

No, I do mean "shell", as in a fake, hollow account disguising who they really are. (See also, "shell corporation".) A "shill" is someone who lies to lend credibility to a fraud, which makes no sense in context.
As for 3, why would a random Neptunia fan set up an account just to upload images to a site they only just came to for the first time? Especially since there's a period between signing up and being able to upload, someone uploading very close to the end of that signup blackout period implies premeditation to upload when signing up... and who cares enough about whether a random site on the Internet has every Neptunia image on it or not enough to be willing to set up a week-long plan to ensure it does if they don't already have some emotional investment in that website?
As for 1, how could you have any confidence at all without knowing the person in question? The pattern of behavior points away from that conclusion.

I don't know, the eyes seem triangular, and not in the right direction too.
Okay, let me elaborate, anime eyes are usually vaguely squarish, and if they have points, ie in Tsurume, they are either towards the ends of the eyes or above the nose.
This pic's eyes are triangular towards the nose, and not just triangular as in pointy, triangular as in literally has three points, which makes her look really alien. Well, more more than usual, at any rate.

Of course a double account is taboo. Well, I have three account, but one was for testing something and the third because I forgot the password to the other one :P. So they are inactive. To have multiple active accounts (for example to do damage in one way or the other or evading the upload limit), should not be permitted.
What NWSiaCb describes is well...hollow. One can suspect one, but that should be brought up to a moderator and should not be discussed in public if a user might be a sockpuppet.

Before signing up to danbooru, I've lurked for a year or so. Just an example how someone could get "emotional investment" before signing up. Eg: The fellow was lurking around, thought that there was not sufficient Nep imagery on the site, then proceeded to make an account and started uploading ASAP.
