It's never the female protagonist because if it was, Japan wouldn't be able to shoehorn in a shitty romance since they're still scared of gays. This is especially true for Djeeta, since she's way more popular than gran yet gets nothing in return because of the reason above.

Partly true, japan isnt scared of gays its just that these companies need to sell product and the only way to do so is to have self-insert guy. The developers on the other hand know who is more popular which is why we'll keep seeing the female protagonist in the games which IMO is the better source

Sounds about right. There's usually a disconnect between any producer and the people who do the marketing/merchandise/etc. This isn't unique to Japan either.
